Hoover-Schrum School District #157 firmly believes in the principle that multilingual learners and their families deserve validation and support as they embark on their journey of becoming multilingual and multicultural. The District, in collaboration with its ELL Department, is dedicated to ensuring equitable access to language support services for students hailing from diverse cultural and linguistic backgrounds, who have been identified as English learners.

Furthermore, the mission of Hoover-Schrum School District #157 ELL Department is to holistically support our language learners in their academic, social, emotional, and cultural education by fostering bilingualism, biculturalism, and biliteracy. We aspire for our global citizens to not only meet but exceed grade-level expectations, to achieve academic fluency in English, and to hone their critical thinking skills. This rigorous approach ensures they have a competitive advantage when pursuing college placements and preparing for their careers

Bilingual Parent Advisory Council (BPAC)
Welcome to the Hoover-Schrum School District #157 Bilingual Parent Advisory Council (BPAC). Our mission is to advocate for excellence in programs that serve all language learners within our district. BPAC is dedicated to providing families with support, communication, and valuable information to help them become bilingual, biliterate, and bicultural.

Why does BPAC Exist?
In accordance with the requirements for Transitional Bilingual Education (TBE) programs, such as the ELL program in District 157, a Bilingual Parent Advisory Committee must be established. This committee consists of parents of children enrolled in the program, district staff, and other community members who are interested in supporting language learners. Importantly, two-thirds of the committee members are parents of children in the bilingual education program.

The committee meets at least four times a year, participating in the planning, operation, and evaluation of the bilingual education program. Additionally, they review the district's annual application to the Illinois State Board of Education. Once established, the committee operates independently, with the authority to elect officers and create its own rules and procedures.

What is BPAC's Purpose? 
The Hoover-Schrum #157 BPAC aims to:
  • Advocate for the needs and success of all language learners.
  • Provide support and educational resources to families of language learners.
  • Facilitate and foster relationships among schools, parents, teachers, and staff.
