Hoover-Schrum School District #157: Commitment to Special Education

Hoover-Schrum School District #157 is dedicated to providing and maintaining effective educational programs for every eligible child with a disability. We ensure that students enrolled in our district who require special education and related services to address the challenges posed by their disabilities receive a Free and Appropriate Public Education (FAPE). Our Student Services Department offers supportive services for students facing academic, emotional, or social challenges and coordinates health, counseling, and Section 504 services.

In addition to supporting students with identified disabilities, the Student Services Department also addresses the needs of those experiencing medical or emotional challenges. Our team consists of qualified professionals trained in psychology, counseling, speech and language therapy, and social work. These services are organized and delivered to maximize student benefit from the school program and enhance teaching and learning experiences. Our professionals are also responsible for early screening and detection for district residents by age three.

Goals of the Special Education Department:
  • Maintain compliance with Federal and State guidelines concerning students with disabilities.
  • Identify children with special needs before they enter school and provide necessary services.
  • Develop Individualized Education Programs (IEPs) aimed at improving educational outcomes through the general education curriculum.
  • Ensure that students with disabilities are educated alongside their non-disabled peers to the greatest extent possible.
  • Strengthen parental involvement and foster partnerships between parents and the district.
  • Provide support services to administration and teachers in implementing intervention and behavioral programs.
  • Offer instructional support services to students facing educational challenges.
Important Note: Students with disabilities who do not qualify for an Individualized Education Program (IEP) under the Individuals with Disabilities Education Act (IDEA) may still qualify for services under Section 504 of the Rehabilitation Act of 1973 if they (i) have a physical or mental impairment that substantially limits one or more major life activities, (ii) have a record of such an impairment, or (iii) are regarded as having such an impairment.
